Permitting authority by city
Who issues your solar permit depends on where the roof is, not who installs it. Unincorporated addresses go through the county even when the postal town is a city, which is the most common source of confusion about timelines. So, plainly:

California's SB 379 requires jurisdictions above 50,000 residents to offer instant online permitting for small residential solar, with smaller jurisdictions following a year later. Both deadlines have passed, so an ordinary rooftop system should not be waiting weeks on a permit anywhere in this table. Where a job does run long, it is almost always the utility's permission-to-operate step rather than the building department.
